    This is a bug that's followed me through Morrowind, Oblivion and Fallout 3! and yes it is annoying. In F3 I just had to go into the Pip-Boy and turn the radio on and off and that would fix it, but as far as TES games go I have to save, exit to the main menu and reload, and that usually does the trick.
